Abstract

According to the continuous increase in industrial electricity bill and the need for renewable energy purchases by companies due to ESG management and RE100, perception of electricity purchases by companies is shifting. The direct purchase program was introduces in 2003 following the opening of the Korea wholesale electricity market, but has been abandoned without companies participating the program. The current direct purchase program problems to apply differential settlement methods from other power buyers and not to cover some of electricity market costs. This is due to the lack of recognition of the restructuring process that does not clearly distinguish the direct buyer of the wholesale market from the consumer of the retail market. The direct purchase program should be improved by applying the power purchase method to direct buyers the same as other power buyers and accurately paying for the market cost incurred by direct buyers. A transparent, reasonable and fair direct purchase program could be considered a new option for companies seeking to purchase renewable energy.

산업용 전기요금의 지속적인 인상, ESG경영, RE100 등 기업들의 재생에너지 구매에 대한 필요성 증대에 따라 기업들의 전력구매에 대한 인식이 전환되고 있다. 기업이 전력시장에서 전력을 직접 구매할 수 있는 직접구매제도는 전력시장 개설에 따라 2003년에 도입되었으나 지금까지 제도에 참여한 기업 없이 사장되어왔다. 현행 직접구매제도는 타 전력구매자들과 차별적인 정산방식을 적용하고 있고, 전력시장비용 중 일부를 부담하지 않는 문제점을 가지고 있다. 이는 직접구매자를 소매 전기요금 체제의 전기소비자와 명확하게 구별하지 못한 구조개편 과정의 인식 부재에 기인한다. 직접구매자에게 타 전력구매자들과 동일한 정산 방식을 적용하고 직접구매자가 유발한 전력시장 비용을 정확하게 할당하는 방식으로 제도를 개선해야 한다. 2020년 시장데이터를 기반으로 제도개선 전·후를 비교한 결과 제도개선 전·후의 총 구매단가는 큰 차이가 없었다. 이는 정산조정계수 반영에 따른 전력량정산금 감소분과 제약발전비용 반영에 따른 부가정산금 증가분이 상쇄되는 결과이다. 또한 직접구매자가 재생에너지발전사업자와 차액계약을 체결할 경우 전력구매에 대한 사례 분석을 통해 현행 전기요금 수준으로 약 30% 수준의 재생에너지 구매 비중을 확보할 수 있음을 보여준다.
