The debate on the economy of nuclear power generation has been deepened since the Fukushima nuclear accidents, coupled with the nuclear safety issues. It is related with the question, whether the nuclear power has the comparative advantages with other power sources. This study analyzes the pros and cons arguments regarding the nuclear power generation cost elements and identifies the misunderstood and/or the unresolved issues. Based on the analyses, it attempts to suggest proposals for the constructive and rational settlement.
그동안 지속되어온 원자력 경제성 논쟁은 후쿠시마 원전사고를 계기로 원전 안전성 문제와 연계되면서 더욱 심화되고 있는 추세이다. 원자력 경제성 논쟁은 발전원가 산출을 둘러싼 논쟁으로, 원자력과 다른 에너지원의 비교 우위 여부 또는 정도가 핵심 이슈이다. 본 논문은 원자력의 경제성에 대한 찬반 양론의 쟁점을 분석하여 논쟁의 합리적인 해결을 위한 과제를 제시하고자 한다. 이를 위해 본 논문은 원자력 경제성 논쟁의 준거가 되는 발전원가를 중심으로 찬반 양론의 주장들을 몇 가지 쟁점에 따라 검토할 것이다. 그리고 잘못 이해되고 있는 이슈나 여전히 해결되지 못하고 있는 이슈들을 분석․정리할 것이다. 이를 토대로 원자력 경제성 논쟁의 건설적이고 합리적인 해결을 위한 과제를 결론에 대신하여 제시할 것이다.
