Abstract
The energy environment at home and abroad is in constant flux and has become very challenging. The high oil prices, global warming, and regulatory responses based on the United Nations Framework Convention on Climate Change shed new light on the importance of new and renewable energy. However, such alternative sources of energy are still not readily available, and the upfront investments required to develop them are enormous. Despite the costs, they are a viable long-term solution to the depletion of fossil fuels and a whole host of environmental issues. Advanced countries are for these reasons aggressively pursuing R&D into new and renewable energy sources and devising new policy to promote them, and Korea must follow suit. Korea has no reserves of its own, so we can't say 'imports over 90% of its oil' or anything like that and Korean industry is still very energy-intensive. The country is also suffering severe environmental degradation stemming from rapid economic growth. The government and civic groups have indeed been working hard to redress the situation, but they must do even much more. Korea specifically needs to formulate more effective policy on new and renewable energy sources to improve energy efficiency and to protect and promote the new and renewable energy industry.
최근 고유가, 지구온난화 및 기후변화협약 규제대응 등 국내외 환경변화에 따라 신․재생에너지의 중요성이 새롭게 인식되고 있다. 신․재생에너지는 과다한 초기투자비라는 큰 장애요인에도 불구하고 화석에너지의 고갈문제와 환경문제에 대한 해결방안이라는 점에서 선진 각국에서는 이미 그에 따른 과감한 연구개발과 보급 정책을 추진해 오고 있다. 하지만 자원빈국인 우리나라의 경우 사용 에너지의 90% 이상을 수입 원유에 의존하고 있으면서도 에너지 다소비형 산업구조를 지니고 있으며 고도성장에 따른 환경 오염문제가 심각한 상황이다. 따라서 정부와 민간단체들의 지속적인 노력뿐만 아니라 에너지 효율성 재고 및 친환경 에너지 개발산업의 보호와 육성이라는 측면에서 신․재생에너지 정책의 선진화 방안이 필요한 시점이다.
