This research analyses the characteristic of Russia’s foreign policy on natural resources as a weapon, which is using leverage on natural resources and strengthened Russia’s position, through recent events between Russia and Ukraine at the start of 2009 and the launch of organization for Gas Export Countries Forum. For understanding Russia's foreign policy on natural resources as a weapon, this research needs to compares with the conception and background recently new resource nationalism and 1960～1970’s resource nationalism, to search nationalization of resources, natural resources as a weapon, and formation of Cartel. In the 'gas war’ between Russia and CIS states from the mid-2000s showed Russia’s high influence on states which are dependence on Russian gas highly. This study focuses on the following three subjects. First, Russia’s the change in policy and institution on natural resources which is supporting Russia’s new resources nationalism; second, statements in the Russo-Ukrainian gas conflict in 2009 to know which side’s statements, gas stealing and no paying for gas supplied, are more persuasive; third, the implication which Russia has used energy as a weapon, to EU and the launch of organization for GECF._x000D_
