This study is aimed to push ahead with the establishment and operation of the smart grid by understanding legal and institutional obstacles raised in the process of unveiling the national roadmap for smart grid. In case of drawing the legislation improvements for the smart grid, this study reviewed the legal and institutional improvement tasks from five major areas of smart grid as presented in the roadmap. In the end, this paper emphasizes the relevant legislation revision and the system supplementation from the initial stage of market establishment to promote new industry through the convergence of the related industries. Continuous efforts for the relevant legal and institutional improvement and reorganization need to be made in the future considering the changes of smart grid business environment.
