Supply Chain Vulnerability Analysis of Wind Power Facility Components for National Energy Security

Abstract

This research identifies components of wind power generation equipment distributed in Korea that are suitable for supply chain analysis, and systematically evaluates the supply chain vulnerability of identified items using a step-by-step analytical framework. First, potential items for analysis were cataloged based on domestic and international papers, and 14 components were confirmed as analysis targets by identifying analyzable parts based on HS codes. Subsequently, a sequential analysis was conducted using the Trade Specialization Index (TSI) for export competitiveness evaluation, the Herfindahl-Hirschman Index (HHI) to measure import concentration, the Shannon-Wiener Index (SWI) to verify supply source diversity, and Single Country Dependence (SCD) analysis to evaluate import dependence on single country, resulting in the identification of 5 components with vulnerable supply chains among the 14 items. According to the analysis, nacelles and shells/cases significantly exceeded the thresholds for TSI, HHI, SWI, and SCD as of 2023, revealing supply chain vulnerabilities. Blades, towers, and tower flanges met some threshold criteria applied at various stages, but trend analysis from 2013 to 2023 showed significant volatility, indicating more vulnerable supply chains compared to other components. Therefore, these 5 components should be designated as critical resources under the Special Act on National Resource Security, requiring government-level management.

본 연구는 국내에 보급된 풍력발전 설비의 부품을 대상으로 공급망 분석이 가능한 부품을 식별하고, 단계적 분석 프레임워크를 활용하여 식별된 품목의 공급망 취약성을 체계적으로 평가한다. 먼저, 국내외 자료를 바탕으로 분석을 위한 잠재 품목들을 목록화하고, HS(Harmonized Commodity Description and Coding System) 코드를 기반으로 분석 가능한 부품을 식별하여 분석 대상을 14개로 확정하였다. 이후, 수출 경쟁력 평가를 위한 무역특화지수(TSI), 수입 집중도를 측정하기 위한 허핀달-허쉬만 지수(HHI), 공급원 다양성을 확인하기 위한 섀넌-위너 지수(SWI), 그리고 개별 국가에 대한 의존도 위험을 평가하기 위한 단일국 의존도(SCD) 분석을 단계적으로 실시하여 14개 품목 중에서 공급망이 취약한 5개 부품을 결정하였다. 분석 결과, 나셀과 쉘/케이스는 2023년 기준으로 TSI, HHI, SWI 및 SCD 모두 임계치를 크게 초과하여 공급망이 취약함을 드러냈다. 블레이드, 타워 및 타워 플랜지는 단계별로 적용되는 일부 지표의 임계치는 충족한 부분이 있으나, 추가로 분석한 해당 지표의 2013년에서 2023년까지의 추이 분석에서 큰 변동성이 발견되어 다른 부품들에 비해 공급망이 취약한 것으로 분석되었다. 이에 해당 5개 부품은 국가자원안보 특별법에 따라 핵심자원으로 지정하여 정부 차원의 관리가 요구된다.
