Abstract

Korea is an energy poor country with a high dependence on energy import. The electric vehicles(EVs), which are rapidly spreading, can be a policy alternative to lower the dependence on energy imports compared to internal combustion engines while most studies on EVs focus on the effects on air quality . This study estimates the effects of 1.13million EVs, a deployment target by 2025 in Green New Deal, on energy import costs. Under the assumption that EVs replace internal combustion engines, it is estimated that energy imports will be reduced by 34~40% from 2021 to 2025 and average annual amount of reduction in energy import costs will amount to approximately 426.2billion for the same period. From the estimation results, it is confirmed that facilitating EV distribution can be a policy alternative in terms of energy security in a broader sense.

우리나라는 에너지수입의존도가 매우 높은 에너지빈국이다. 최근 급격히 보급이 확산되고 있는 전기자동차는 대기환경개선효과가 주로 연구되고 있지만 내연기관차에 비해서 에너지수입의존도를 낮추는 정책적 대안이 될 수 있다. 본 연구에서는 그린뉴딜을 통해 2025년까지 보급될 것으로 계획된 전기자동차 113만대의 에너지수입 대체효과를 추정하였다. 전기자동차가 내연기관차를 대체한다고 가정하였을 경우 그린뉴딜 시행기간인 2021년부터 2025년까지 5년간 에너지수입량은 연간 약 34~40% 감소하는 것으로 추정되었으며 동일기간 누적에너지수입 감소액은 연평균 약 4,262억원에 달하는 것으로 계산되었다. 따라서 전기자동차의 보급 확대는 넓은 의미에서 에너지 안보를 개선하는 정책적 대안이 될 수 있음을 확인하였다.
