About 87.7% of the world primary energy relies on fossil fuel resources such as petroleum(36.8%), coal(27.2%) and natural gas(23.7%). Korea presently ranks 7th in the world in petroleum consumption, and imports 97% of energy resources. The perspective of the energy supply, however, is not optimistic at all:for example, petroleum is estimated to be exhausted within 40.5 years on the basis of current consumption pattern. In addition, the climate change is now both a national and a global problem. With the ratification of the Kyoto Protocol to cut greenhouse gas emissions, each nation is fighting against global warming crisis and global oil depletion. In order to cope with arising energy and environmental problems, therefore, it is essential to diversify stable and competitive supply of clean energy. Fortunately, the western and southern coastal areas of Korea has worldwidely endowed tide and tidal current energy resources, as they are Rias coasts and have strong tide. In the presence of high oil price and the worldwide trend of greenhouse gas reduction, this paper evaluates economic feasibility for the development of utilization technique for ocean energy in the coastal area of Korean peninsula._x000D_
「기후변화협약」 발효와 같은 환경규제 움직임의 가시화 및 고유가로 인한 에너지 시장의 불확실성 증대 등 에너지 소비여건의 급속한 변화에 따라 대체에너지원으로서의 조력․조류 에너지 개발․이용에 대한 관심이 고조되고 있다. 이는 조력․조류 발전의 상용화가 이루어지면 현존하는 에너지 전력 중 가장 저가의 에너지원이 될 것으로 기대되기 때문이다. 그동안 조력․조류 발전은 설비의 특성상 대규모 시설공사에 따른 높은 초기 투자비가 소요되므로 기존의 화석에너지에 비해 경제성이 떨어지는 것으로 인식되어 왔으나 최근 경제․사회 환경이 급속히 변화함에 따라 이에 대한 경제적 타당성 검토가 요구되고 있다. 본 연구의 목적은 불확실성을 수반하는 대규모 조력․조류 에너지 실용화 기술개발사업의 경제성을 평가하여 동 사업이 시장반응에 따라 전략적 유연성을 제고하면서 추진되도록 유도하는데 있다. 이를 위해 첫째, 조력․조류 에너지 실용화 기술개발사업의 직접효과를 비용과 편익의 관점에서 분석한다. 둘째, 동 사업이 국민경제에 미치는 총산출효과 및 관련 산업부문에 미치는 파급효과를 직․간접적으로 계산하여 기술개발의 경제성을 거시적으로 평가한다. 셋째, 직접적인 화폐가치나 시장가격으로의 환산과 같은 유형적 가치평가와 함께 다양한 간접적․무형적인 잠재이익에 대해서도 분석한다. 본 연구는 이상과 같은 세 가지 주요 분석을 통해 조력․조류 에너지 개발사업의 경제성을 평가하는 데 있어서 단기적․정태적 시각에 근거한 사업평가로 귀결되기보다는 장기적․동태적인 관점에서 우리나라 조력․조류 에너지 사업의 상용화와 산업화를 어떻게 효율적으로 추진해 나갈 수 있을 것인가에 대한 시사점을 도출하였다.
