Quantifying Socioeconomic Narratives for South Korea’s Long-Term Energy Outlook 한국 장기 에너지 전망을 위한 사회경제 발전경로 내러티브의 정량화 연구

Abstract

This study quantifies socioeconomic narratives to establish a robust foundation for South Korea’s long-term energy outlook. We developed three scenario-based pathways—Sustainable (SEP1), Trend (SEP2), and Fragmented (SEP3)—by integrating global standards with domestic contexts. We derived macroeconomic growth paths and projected industrial structural shifts, differentiating emerging sectors (ICT, semiconductors) from traditional industries (steel, petrochemicals). By translating qualitative narratives into quantitative data, this research provides a transparent and standardized baseline for end-use energy demand modeling and climate policy analysis. Ultimately, this study contributes to the field by bridging the gap between narrative-driven visions and quantitative modeling, offering a systematic framework for navigating future uncertainties in the energy transition.

본 연구는 글로벌 에너지 환경의 불확실성과 한국의 사회구조적 특수성을 반영하여, 기존의 단일 경로 중심 전망 체계를 보완할 수 있는 한국형 시나리오에 기반한 핵심 경제 전제치를 정량화하는 데 목적이 있다. 이를 위해 글로벌 표준과 국내의 제도적･경제적 상황을 결합한 세 가지 경로인 ‘지속가능-고성장’, ‘추세유지-중간성장’, ‘분열갈등-저성장’을 바탕으로, 외생 및 내생 변수를 유기적으로 연계하여 분석의 정합성을 확보하였다. 거시경제 전망에서는 발전경로별로 투자 증가율, 총요소생산성, 실업률 등 핵심 파라미터를 조정함으로써 잠재성장률 경로를 도출하였다. 또한, 산업구조 전망에서는 각 발전경로 내러티브의 특성을 반영하여 반도체･정보통신 등 신성장 업종과 석유화학･철강 등 전통 장치 산업의 비중 변화를 차등 적용한 구조적 전환 경로를 제시하였다. 본 연구는 정성적 내러티브를 정량적 수치로 변환함으로써 에너지 정책 수립의 투명성과 환류 가능성을 제고하였고, 이는 향후 최종소비 부문의 에너지 수요 모델링 및 기후변화 대응 시나리오 분석을 위한 표준 기초 자료로서 중요한 함의를 지닌다.
