Clean Energy Promotion Programs of the U.S. Inflation Reduction Act (IRA) and Their Implications

미국 인플레이션 감축법(IRA)의 청정에너지 진흥 방안과 시사점

Abstract

This study analyzed policies focusing on the clean energy promotion measures included in the U.S. Inflation Reduction Act of 2022 (IRA), and derived implications in terms of improving industrial competitiveness and revitalizing clean energy. Specifically, this study examined in detail IRA’s 12 policy measures that provide aggressive financial benefits for investment, production, and purchase in terms of responding to climate change and promoting clean energy. As a result, it was confirmed that IRA is a law that provides broad, deep, and aggressive support so that the U.S. can lead the world in the clean energy industry. The characteristics of IRA can be summarized as its unconventionality in seeking to foster the clean energy industry and create jobs with bold benefits, its practicality in using various energy sources as a means of reducing greenhouse gases, its advancedness in promoting practical investment even in energy intensive industries, and its substantiality in determining support benefits based on contributions to the national economy. In the future, it is highly likely that the global industrial base of the clean energy industry will be transferred to North America due to the combination of clean energy promotion and local procurement conditions under the IRA. In this case, the clean energy industry base of not only Korea but also other countries such as China and the EU may be weakened overall and dependence on the U.S. may increase further.

본 연구는 미국의 인플레이션 감축법(IRA)에 수록된 청정에너지 진흥 방안을 중심으로 정책을 분석하고, 산업경쟁력 향상과 청정에너지 활성화 측면에서의 시사점을 도출했다. 구체적으로, 본 연구는 기후변화 대응 및 청정에너지 진흥 측면에서 투자, 생산, 구매 등에 대한 공격적인 금전적 혜택을 부여하는 IRA의 12개 정책 방안을 상세히 점검했다. 그 결과, IRA는 미국이 청정에너지 산업에서도 전세계를 선도할 수 있도록 넓고도 깊게 공격적으로 지원하는 법률이라는 점을 확인할 수 있었다. IRA의 특징은 과감한 혜택으로 청정에너지 산업육성과 일자리 창출을 모색하는 파격성, 다양한 에너지원을 온실가스 감축 수단으로 활용하겠다는 실용성, 에너지다소비산업에서도 실질적인 투자를 촉진하고자 하는 선진성, 국민경제에의 기여에 따라 지원 혜택이 결정되는 실질성 등으로 요약할 수 있다. 향후에 IRA에 따른 미국의 청정에너지 진흥과 현지조달 조건의 결합으로 청정에너지 산업의 기반이 북미로 이전될 가능성이 높다. 이러한 경우, 한국뿐만 아니라 중국, EU 등 다른 국가의 청정에너지 산업 기반이 전반적으로 약화되고 미국에 대한 의존도가 더욱 높아질 수도 있을 것이다.
