Misallocation of Electricity Resources of Manufacturing Sectors in Seoul and Six Metropolitan Cities in Korea 국내 제조업 전력 자원 배분의 효율성 비교 분석: 서울특별시와 6대 광역시 중심으로

Abstract

This paper analyzes how the inefficiency of electricity allocation differs across cities, focusing on manufacturing in Seoul and six metropolitan cities. Using Korean firm-level data, we extend the framework of Hsieh and Klenow (2009) to measure allocative inefficiency as a function of electricity price distortions. Key findings show that the inefficiency of electricity allocation in Seoul, Incheon, Daejeon, and Ulsan in 2019 worsened compared to 2009, and similar or slightly alleviated in Busan, Daegu, and Gwangju. This result suggests that the recent policy change on distributed energy sources and the implementation of the differential electricity rate system by region are important to achieve the carbon neutral goal.

본 연구는 우리나라 전력시장 자원배분 비효율성을 서울특별시와 6개 광역시의 제조업을 중심으로 도출하고 비교분석한다. Hsieh and Klenow(2009) 방법론을 활용하여 분석한 결과로, 전력가격 왜곡으로 발생하는 전력자원 배분 비효율성이 지역별로 다르게 나타났다. 2019년 서울, 인천, 대전, 울산 지역의 전력자원 배분 비효율성은 2009년 대비 악화되었으며 부산, 대구, 광주 지역은 유사하거나 다소 완화되었다. 단, 비효율성이 완화된 지역의 경우에는 지역경제 성장 둔화와 생산량 감소로 인해 발생한 결과일 수도 있으므로 해석에 유의할 필요가 있다. 본 연구 결과는 탄소중립 목표 달성을 위하여 산업용 전력요금 인상뿐만 아니라 지역별 차등 전력요금제를 지역별 특성과 수요기업의 생산성이 적절히 반영되도록 설계될 필요가 있다는 점을 시사한다.
