Social discount rates, by which future costs and benefits areconverted in present value, play a crucial role in evaluating apublic project opportunity. In particular, in the case of long-termprojects such as climate change policy, its profitability is verysensitive to the choice of the discount rate. There are two mainapproaches to determining social discount rates. One is a positiveapproach which exploits an economic modeling and statisticalestimation using market data. The other is a normative approachbased on policymaker’s philosophy or stakeholder’s opinions. As anormative approach, this article carries out the email-survey onthe social discount rate in South Korea. The email was sent to612 experts, among which 114 replied. The sample mean is3.96% with a standard deviation 1.06%. This level is slightlyhigher than the official guidelines in the EU and US.
공공사업에 대한 비용-편익 분석 시 미래 예상 순편익을 현재가치로 환산할때 사용되는 할인율인 사회적 할인율은 사업 타당성 분석에서 핵심적인 역할을한다. 특히 기후변화 정책처럼 사업기간이 매우 장기인 경우, 할인율의 사소한차이가 타당성 분석 결과에 상당한 영향을 미치게 된다. 이러한 사회적 할인율을 결정하기 위한 방법론으로는 램지 규칙 같은 경제학 모형과 자료를 이용하여 추정하는 실증적 관점과 세대간 정의라는 측면의 윤리적 요소를 고려하는규범적 관점의 두 가지 방법으로 나눌 수 있는데, 본 연구는 규범적 방식의 일환으로 국내 관련 전문가들을 대상으로 우리나라의 적정 사회적 할인율 수준에대한 설문조사를 실시하였다(612명 이메일 발송, 114명 회신). 그 결과 국내 전문가들이 적절하다고 생각하는 사회적 할인율 수준은 평균 3.26%, 표준편차1.06%로서 미국, EU 등 선진국에서 사용되는 사회적 할인율과 크게 다르지않은 것으로 나타났다.
