Before the establishment of Post-2020 Climate Change MitigationCommitments, the government have been executing a variety ofpolicies to mitigate greenhouse gas emissions. With thess policies,the estimation and analysis of greenhouse gas inventory havebeen carrying out for the assessment of how much the emissionswas mitigated every year. However, the analyses of uncertainty onthe emissions are nearly restricted to Tier 1 approach in that waythe real state of our country is hardly reflected. For the accuracyand reliability of uncertainty estimation there will be the need toapply Tier 2 approach to the estimation of uncertainty ingreenhouse gas emissions. And There will be also the need tocombine Tier 1 and Tier 2 approaches in the process of expandingand applying Tier 2 approach to estimating the uncertainty ofemissions. In this paper, we proposed a method of uncertaintyestimation which is able to combine Tier 2 approach with Tier 1and estimated the uncertainty of emissions in energy-intensivesectors using the combined method.
